CPUC Issues Report on Limousine Companies

The California Public Utilities Commission (CPUC), the state agency that oversees limousine services and other for-hire transportation companies, recently released its summary of enforcement actions against ground transportation companies for the first quarter of 2011. The CPUC enforces regulations, issues licenses and oversees around 5,000 limousine services in our state, including NLS Limo, the premier San Francisco limousine service.

One of the most notable parts of the summary was an anticipated move that increased the scope of the CPUC’s responsibilities. Responding to repeated problems with unlicensed and unregulated limo services offering airport transportation at many California airports, state lawmakers passed Assembly Bill 2572 (AB 2572), which allowed the CPUC to issue and enforce rules regarding airport transportation.

Highlights from the CPUC enforcement bureau for the first three months of 2011 included the following:

•    Forty-seven limousine services were issued administrative citations for undisclosed violations and fined a total of $62,250.

•    Cease and desist orders were issued to 74 limousine services that were operating illegally without proper licensing or insurance coverage.

•    Thirty-four illegal limousines operating in Los Angeles area airports were impounded, and 37 citations were issued to illegal limo operators.
