Hiring a car to take people from one place to another in Beijing is becoming a very big business as traffic restrictions make it increasingly difficult for residents to own and drive cars. City officials have adopted these restrictions as part of a concerted effort to reduce the city’s serious traffic problems. The number of privately owned cars on Beijing’s streets has more than doubled in the last five years, creating nightmarish traffic jams and horrible air pollution problems. Taking drastic measures, Beijing officials have issued a month-long moratorium on buying cars, and they plan to issue license plates through a lottery system after the ban has expired.

The city’s traffic congestion problems have become so bad that cars with license plates issued outside the city may not travel on city streets during peak travel times. To combat the driving restrictions, Beijing residents have begun renting cars and limos to get around the city. Companies that rent these vehicles report that customers are renting up to 90 percent of their fleets at any given time, and many are scrambling to buy more vehicles to meet demand.
